National Strategy for Integrity Protection and Anti-Corruption:
Corruption is a multidimensional phenomenon that includes any behavior that violates regulations or threatens the public interest, such as abuse of power or the pursuit of personal gain. In Islamic law, corruption refers to everything that contradicts righteousness, and the Qur’anic verses and Prophetic traditions have emphasized its seriousness and the necessity of combating it. Corruption crimes include: bribery, abuse of influence, misuse of authority, illicit enrichment, embezzlement, money laundering, forgery, and commercial fraud. The experiences of countries indicate that corruption is a global phenomenon that emerges in various systems when conditions conducive to its spread are present. The phenomenon of corruption arises from multiple causes, including weak oversight and misalignment of regulations with societal needs. It leads to serious consequences, most notably the disruption of development and the weakening of the efficiency of government institutions. Combating corruption requires comprehensive reform programs based on accurate diagnosis, political support, cooperation between government entities and society, strengthening ethical values, and benefiting from international expertise. In line with the principles of Islamic law, the Kingdom of Saudi Arabia has given significant attention to protecting integrity and combating corruption and has worked to develop regulations and procedures that effectively address it in all its forms.
