Duties of the University Council
In accordance with Article 20 of the Law of the Higher Education Council and Universities, the University Council is responsible for managing the University’s academic, administrative, and financial affairs, and for implementing the University’s general policy. In particular, the Council undertakes the following responsibilities:
- Approving training and scholarship plans.
- Proposing the establishment of colleges, institutes, departments, research centers, and supporting deanships, as well as proposing the renaming, merger, or dissolution of any of them.
- Approving academic disciplines and graduate studies programs.
- Awarding academic degrees to University graduates.
- Granting honorary doctoral degrees.
- Determining the details of the academic calendar in line with the general framework for the beginning and end of the academic year, including the breaks and holidays scheduled during it.
- Approving the secondment, assignment, and dispatch of faculty members for academic missions; granting sabbatical leaves; and terminating their services in accordance with the applicable regulations.
- Approving curricula, study plans, prescribed textbooks, and references, based on the recommendations of the relevant college and institute councils.
- Proposing student rewards and financial aid in their various forms.
- Approving the University’s draft budget and submitting it to the Minister of Education.
- Approving the University’s internal regulations, provided that such regulations do not entail financial or employment-related benefits.
- Proposing University-specific regulations or amendments thereto.
- Reviewing the annual report in preparation for submission to the Higher Education Council.
- Determining the financial allocations for each college, institute, supporting deanship, and independent research center, to be spent in accordance with the financial regulations.
- Reviewing the University’s final accounts in preparation for submission to the Prime Minister.
- Approving plans for extracurricular activities at the University.
- Deciding on faculty appointments based on the recommendation of the Scientific Council.
- Accepting donations, grants, bequests, and similar contributions, provided that they do not conflict with the primary purpose for which the University was established.
- Establishing the rules governing visiting students and students transferring to or from the University.
- Considering matters referred to the Council by the Minister of Education or the University President, as well as matters proposed for discussion by any Council member.
Overview
In accordance with Article 23 of the Implementing Regulations of the Law of the Higher Education Council and Universities, the University President is appointed and relieved of duty by Royal Order based on a recommendation from the Minister of Education. The University President is entrusted with broad executive authority and is accountable for the overall management of the University in accordance with the applicable laws and regulations.
Responsibilities
Pursuant to Articles 24 and 25 of the Implementing Regulations of the Law of the Higher Education Council and Universities, the responsibilities of the University President include, but are not limited to, the following:
Article 24
The University President is accountable to the Minister of Education for the administration of the University’s academic, administrative, and financial affairs. The President oversees the implementation of the Law, its Implementing Regulations, and the resolutions of the Higher Education Council and the University Council. The President also represents the University before external entities and may delegate certain authorities as deemed appropriate.
Article 25
The University President shall submit an annual report to the Minister of Education on the University’s activities and performance for each academic year. This report shall be submitted within a period not exceeding three months following the end of the academic year, in accordance with the timeframe determined by the Higher Education Council. The report is then presented by the Minister of Education to the Higher Education Council, accompanied by any observations, for submission to the Prime Minister.
